1. No you cannot use one account on two separate PCs without needing a HWID reset.
2. You will need to ask for a HWID reset every single time you change the PC you want to play on.
3. No there are no discounts.
Same PC = no HWID reset.
Different PC, same location + IP address = HWID request probably accepted
Different PC, different location OR IP address = HWID request probably denied.
