The RCS activates when you are aiming at an enemy. Or are you saying you have difficulties aiming at an enemy while playing legit? Legitbots are meant to assist your aim, not do everything for you.

If you want standalone RCS where you shoot at walls to showoff your perfectly amazing but not so legit skill then no, that feature has been removed for now until llama decides to add it back in again.
