This is most likely related to the state of verification for your account. Do you have a credit card linked, and is your account fully verified?

yea its verified and ive already used my paypal account with g2a / shoppy and stuff like that

another problem while buying throw paypal using visa it takes my directly to summary

If you have only 20 euros you wont be able to buy onetap. Check do you have enough money for the cheat because paypal are taking 4 euro or 5 euro as taxes. If u have enough money just wait and try again.
