Whenever I try to purchase a sub this comes up:

I do not use vpn or anything like that.
I tried different browser, incognito mode, reloging, going on phone and it always pops up.
If anyone has any advice on how to fix this please let me know.

maybe someone used you ip in vpn...

not possible since VPN services have their own servers which hold the ip's you connect to when using the vpn
