I don't wanna lean out the window to much but I hope you realize that feet and head are 2 of the hardest and smallest hitboxes to target..

prefer body aim & safe point and higher your body scale then if you want pBaim))

That's config issue, obviously do not target feet as explained above, as I am more of an MM HvHer I cannot talk about DT but if it misses try adding some scripts maybe that will fix the issue, and I never had an issue that scout wouldn't shoot. Could probably be your min dmg or hitchance / config issue.
