Sounds like a 'you' issue, maybe try moving funds back & forth or using a trusted reseller

@anon990 check to see if your bank allows payments in currencies that aren't USD. Or if you're trying to use a PrePaid (you said you already checked w ur bank tho) check to see if the card is US only.
